I am a huge dog fan! I have two myself back at home in NJ, a husky and a mini golden doodle. Dogs are a part of the family so I totally get wanting them to be in a safe environment. Having two dogs myself, I know how to properly care for them and make them feel loved. I can watch them, take them on walks, feed them, play with them, whatever they need. I think it's important to adapt to the situation. My roommates and I foster dogs as well, although we currently don't have one with us! But if your dogs like having another dog around to play with, it is an option at times!
