I would have no idea of that situation but it seems that they must not be serious about their chosen field. I would definitely not use someone who did not show up or call.

If you are experienced in hair cutting, Id say Indeed! If not, I would ask that someone be bought in to cut hair and research hair stylists in the area who are willing to come into the home.
