When my 5 yr old daughter asks for a dog, I simply ask, "Are you ready to start cleaning up the poop?" She says, "EWWW, NO!" So I tell her when she decides shes ready, we will talk about getting one. The conversation usually doesn't last long.

How about letting them buy a special stuffed animal, they can practice their care giving skills on, you could practice together, depends on age of child of course.
For older kids, read a special book to them about their favorite kind of animal breed & promise to take them to a pet shop or zoo to visit & enjoy it there instead of in your home, or visit with a friend or relative who has their wanted pet & enjoy it there once in a while.

Im sorry, I'm a dog lover, grew up with a dog, some days my dog was my best friend, it taught me responsibility and care and compassion for another living thing. Get your kid a dog, cat, turtle, something.
