Effective planning for senior care costs will require a little background research. Start your investigation by finding out what coverage your loved one already has through a retirement plan or through other insurance. Then research all options including private plans which, although generally expensive, can offer specific benefits a senior needs. Government-funded programs like Medicare and Medicaid also offer assistance to eligible seniors.

Medicare and Medicaid
Medicare and Medicaid are two entirely different policies, with Medicaid focusing on financial need-based healthcare.  Oregon offers the Independent Choices program, a Medicaid in-home service provider plan, through the Oregon Department of Human Services.  Medicare concerns itself with care of the aging.  Americans over the age of 65  should understand what they are entitled to under its umbrella of coverage.  Providing health services to over 45 million people annually, Medicare has four core benefits:

Parts A and B
Part A of the Medicare Program insures inpatient hospital stays and also covers brief stints in skilled nursing facilities.  The second division of the program (known simply as Part B), covers other medical services offered on an outpatient basis.  The phrase "outpatient basis" is just what it sounds like, so take-home items to be used "out" of hospitals and care centers such as canes and oxygen are covered.  Oregon.gov has assembled a helpful guide to understanding state Medicare policies: "The ABC's-and D-of Medicare."

Parts C and D
Part C of the Medicare Program gives beneficiaries the opportunity to select a private health-insuring plan with federal funding.  Part D offers coverage for prescription drugs.  Medicare.org offers a detailed breakdown of both Part C and Part D.
