Bi-Weekly Baby-Sitting for 1-Year-Old

I am a stay-at-home mom looking for a baby sitter at least one or two times a week to play, read, go for walks, and have fun with my 1-year-old daughter. I am looking for about five to 10 hours of work per week beginning this January. I also am interested in having the same person work starting now for much needed mom and dad date nights!
Someone pursuing a career in education and or the "helping" field would be preferred, as both my husband and myself are educators, who value the expertise this sitter would have in child development.
This person would need to: a) provide her own transportation to our South Tampa home, b) be a nonsmoker, and c) be dependable and reliable.
